Yes, you could view on your phone with the VIOFO app or view on TV via a 3.5mm male to 3 RCA AUX cable.
If you use the AV cable to output the dashcam's video to the TV, the image quality isn't as good as on the phone. Because the AV out port only supports 640*480 resolution.
Currently, the dashcam AV out only includes the video out, not the audio out.
